When done the way it is supposed to, they maintain a neighborhood and ammeneties like public pool(s), park, grill area, etc.

Majority of the time all it is is a fee you pay monthly or yearly to live in a neighborhood and be told what you cannot do to your home and if you do not abide, you are evicted. And they can evict you because you agreed to it when you signed the paperwork.
