Caesar thinks this is a good idea bc he thinks that the wastelanders and the corrupt bureaucracy of the NCR and Mr house is weakening the minds of the people. But their execution of this plan is flawed. So the legion has a “noble” goal but messed up execution

The NCR is a nation state that tries to mimic the old world American society by being a democracy. But they also inherit all the flaws of democracy (corruption, greed, division)

Mr house is someone who is looking after his own interests in which he wants to reward the courier if he chooses to help him

And yes man is there as an option for the player if they choose to not confide with any faction
