Nah, it's not color-graded. Even the early game weapons, you can upgrade to be used late-game. Although some weapons will only drop after a certain level, just like the previous Fallout games. Unfortunately, some of the Legendaries aren't as good as the others, so there's that. Honestly just an issue of creativity and game balance on Bethesda's side, tbh
