Slyth is right, I'd say. The Zone expanding is all hear-say meets propaganda, with no evidence. Put it another way, the Ecologists in CoP say they're under funded, and if the Zone was proven to be expanding then I'm pretty sure countries would be yeeting money at scientific expeditions with the aim of learning how to stop it.
And the Wish Granter is all bogus, yes. Strelok says as much at the end of CoP. At the very least; it's a pylon used by the CC to speak to the Monolith or an incapacitation device to get people ready for brainwashing. 👍
