HECU uses m81 woodland in urban camo(not that it's easy to see with their texture resolution) the pattern shown in the picture is Butan or more commonly known as TTsKO. Big difference between those 2 when you compare them side by side

SFM is the tool I use, Scene lighting and models posing and all that
and most recently I started to pimp out my stuff using GIMP a photoshop alternative SFM's effects like blur and bloom just dont cut it anymore

From the devs perspective, it will be a bad idea to add them. Players can simply stuck in them (a lot of people in that small bar will cause problems).
But it can be simply explained with some real bars which don't have chairs at all too. They are called like "The Standing Bars" or smth and they were placed around the Soviet Union and around the world too, I guess.
