As you know. SIIRCA was founded back in 2012 after the events of CoP if Strelok survived. He also became the leader of it. That's what we know from the trilogy.
But looks like something went wrong and now SIIRCA wants to fully control the Zone. And there's a source of that - the Problesk group, which tries to fight it. In fact, SIIRCA used its agents to eliminate all the witnesses, who knows even a little bit of the information about the SIIRCA's real plan. They supposedly killed Benjamin/Veniamin (a journalist), who tried to know about the Zone more. SIIRCA controls everything it can get hands on.
What we also know. SIIRCA cooperates with the Ward faction. They met up at some point after they cleared out the Problesk group's points. You know from the documents that Ward has a truce with Freedom, Duty, Military and Noon. So I think you'll have to fight them all at some point.
