Freedom's changed over the games. They didn't accept anyone by 2011 (CS) because they were under lockdown after the mysterious attacks. He did get his memories back. During events of SoC he in fact met Swamp Doctor that told him that he is Strelok (Strelok himself didn't even know that he in fact is Strelok himself during SoC and is regarded as Marked One by others)

And in CoP he even mentions that Ghost and Fang were his best buddies and how they died
