last time, It was just fellow Military, and the Ecologists. (and there might have been some lore about Duty being on neutral terms with them but that might be 10 years of headcanon)

this time around there's SIRCAA, who is a massive organization who presumably gives out some kind of consent-credentials for people working for them, legalized stalkers if you will. and theres the whole Ward situation, who appear to be either an army of Stalkers who were legitimized by Sircaa, or they were a PMC that Sircaa brought in.

I suppose the angle I look at it like, is looking at how sircaa has this fancy new facility that looks state of the art and brand new as opposed to crazy scientists working out of 40 year old bunkers. the fact that IPSF exists, and that theres a giant wall going around the zone, and the fact that there's something akin to peacekeepers in the zone who aren't IPSF, But a third faction that works for Sircaa. it seems to me that its inferred the whole concept of authorized personnel in the zone has greatly been expanded.

but otherwise everyone else is just there illegally. But the outside world doesn't bother to do anything about stalker clans because those people are there of their own accord and risk, and whatever negatives are coming from the stalkers and the factions like the black market, are far outweighed by whatever sircaa and other ecologist groups is accomplishing.

Yeah, but its pretty weird how they have so much equipmebt. It can be partly be explained by the fact that whoever goes to the center has decent equipment. In Clear Sky even cordon loner rookies talk about getting better equipment before venturing deeper into the Zone

But even in that case theres no way Zone alone would somehow provide them so many equipment

Suits alone aren't issue. Monolithians already had similar suits even before they went to the Radar according to Clear Sky dialogues. But it doesn't really make sense upon further reflection because they still need other things such as logistics, supply lines for ammo, parts, etc

Here's how it works. You can only talk to squad leaders. If you walk up slowly, you never see them. If you run up to a squad leader, like outside the Skadovsk, and quickly open up the trade window, for a brief few seconds you will see the NPC's guitar, harmonica and PDA. You have like a split second to buy it before it vanishes. Sometimes you can place their guitar AND harmonica in the trade window to buy it from them but it vanish if you get greedy and try to buy all three. So I usually just go for the guitar. You can buy from Loners, Bandits, Freedom and Duty.

theres some wacky stuff going on in CS regarding mercs lore. army warehouses mercs don't are about the fact that Scar killed Dark Valley mercs, but Hog, the mercenary leader from Clear Sky, mentions that if one group of mercs messes something up, then all other mercenaries will suffer the consequences which suggests that they all belong to one organization:
