Well the zone is consistently expanding with every emission. Incrimentaly but surely. The world outside is “normal” but it caused a huge economic colapse, so most states are utterly devastated except for the big ones (but even they are suffering). This caused people to enter the zone illegaly in hopes of making a lot of money; often ending up dead. This also being one of the reasons why the zone is still equiped with fresh goods and ammo consistently. Lots of money in that buisness.
