They are not really immune to bullets. After you hit them they put up a psi shield for some time. It blocks all shots.

You can rush a controller and dump buckshot into its skull.
The burer's shield lasts several seconds, during which it's stationary and can't attack. You can apply the previous strategy as well, knife too if you wish.

Chimera is kinda like grenades in CS. It forces you to be mobile at a close to medium range or only to engage at long distance.

also @normal quail that ammo can be obtained for free. stalkers will start putting it in your Yanov locker after you complete Mutant Hunter quest

once you reach Pripyat you can ask Kirillov for ammo. he can give you all kinds of grenades and ammo for free

CoP doesn't have a traditional system when it coems to factions. basically, when you complete certain quests for Duty you'll get "A friend of Duty" achievement and Duty will become your ally. Same with Freedom, stalkers and bandits
