All the stashes are out in the open. Items will be just lying on the ground, next to boulders, under trees, inside buildings. It's a little unsettling after dealing with stashes in the first two games but you will get used to it. There are a few stash chests but very few. Aboard the Skadovsk, inside a small room on the second level, across from Owl is the stash chest for your things.

Yeah if you look carefully and explore you can find very good equipment in the starting area. They will not always be that obvious to find without getting the coordinates first, but they are all there from the start of the game.

you can subvert progression pretty easily because stash locations are only needed to actually locate them, not loot them

so instead of CS having to kill someone to find a stash containing a detector, you can just find the detector free of charge or combat

You're not ready for that. There are many at that location, with lots of high-end weapons and ammo and other supplies. You need better weapons, better armor, more ammo, more medkits and experience. Put that one on the backburner. That's just like Owl to give you something he had no business giving to a new arrival. Your first priority is to amass supplies, ammo, and to find better weapons. If you don't have night vision, you have no business going anywhere at night.

I usually get asked why I still have the gas canister.

Sadly, people will only play the game one time, see only 1 of 3 variations for the early missions, get only 1 of 3 variations for the possible Achievements and see only one possible outcome, which gives you only one variation in the end credits. GSC designed Call of Pripyat with a lot of replayability to see different armors, different weapons, different equipment and different Achievements, each time you play it and make different decisions.

Try older saves, but first make sure to have everything set right. You can check the weapon section yourself (gamedata/config/weapons/ look for the required ltx or weapons.ltx, then use any available software to view it and search the section manually!
