What most people don't realize is GSC on purpose made you do the Agroprom Underground and X-18 with crappy sawn-off shotgun to make game harder. By Yantar you can buy Chaser-13 or get SPSA-14 in stash. Later you can buy brand new Chaser-13 from Sakharov. You have to kill Zombie Exos in Yantar to take from them (if you kill them before they see you) brand new SPSA-14 shotguns.
