The way Clear Sky was made in the Faction Wars, is generally a squad will not leave it position, if you are expecting them to join you. It takes another squad arriving, where there are two squads or more, at a location, for that second squad to come to your assistance or to take an open location.

(Part 1) Sure, however there's more to the story than what little you may know about how the "Fang" thread was one of the largest threads on the GSC Forums. Many people participated in the discussion, with many different theories and deep dive into what GSC had originally intended but changed their mind. All other theories were slowly and thoughtfully debunked, with it coming down to solely what was said and what was given in the game. Since I had spent so much time with Clear Sky and was one of the few that let the Bandits live (as a Merc) it was amazing to see the two Limansk Bandits, who were spared, decide to walk to the tunnel to the Red Forest. Why did GSC do that? Why even have a scenario where the Player could allow Clear Sky to kill them, have Scar kill them himself or lastly let them go? The other clue to the puzzle was finding Leshiy standing alone at a camp by the boulder and stash chest, across the road from the bus stop. Why would he go there? What was he waiting on? Why did he not join the other Mercs? Add to that he was the only Merc NOT wearing a Merc suit but a Sunrise suit, where he would appear as a neutral. He was one of the only people to call Scar by his name. After Scar goes to Limansk (one way) and the two Limansk Bandits leave to enter the Red Forest, they are going to walk south and run right into Leshiy. So, we are given a Merc and two Bandits, which matches the dialogue of what Ghost described he saw in the AW.

(Part2) We know that Lebedelv says they will take care of Fang and Ghost to Scar, so that he can pursue Strelok. We know that Clear Sky is only in Limansk and are very busy. Lebedev had no choice but to hire someone to do his dirty work and there simply is no one else available, at the right time and at the right location than Leshiy. Leshiy takes the two Bandits with him, for reasons unknown, but most likely as decoys or a diversion, to catch Fang and Ghost's attention in the AW ambush spot. Despite what GSC might have originally envisioned for this scenario and did NOT do, we are left with just what we see, hear and do in SoC and CS. It's a strange confluence of events, but not every Player will see this. Any Player could have killed Leshiy and the two Bandits, making this theory, not visible to people not aware or not looking for clues in the lore. It's just fascinating since Clear Sky is a prequel, they took a Freedom soldier with a unique name from SoC in 2012, moved him back in time in 2011 and made him a Merc. Only Nimble, Novikov and Senka have had a change in Factions (off the top of my head) and they were more prominent later in Call of Pripyat, and all of them had a purpose to do something else. None of them were Mercenaries. Leshiy is truly one of these mystery characters, because you can literally overlook him in both SoC and CS and he can be killed and we never get an explanation or understanding how he ended up in the Freedom Faction. That would be a great place to hide, if you thought someone was looking for the Merc that killed Fang. Hiding in plain sight so to speak in the Freedom Faction. Maybe the weed helped him forget what he regretted.

Given that S2 is backed by Microsuck, I have a feeling that any guerilla modding is going to be btfo very fast. I know russian hackers on steroids dgaf but considering the game launches with special editions that have unique skins, I have a feeling that modding is going to be very much something that is subject to official approval.

I am looking for more hardcore/realistic mods which the devs probably won't care about, but if people are doing stuff like modding in other intellectual property, I have a hard time seeing the powers that be throwing their hands up and saying "look it's a community-made mod"

Microsoft does not own STALKER 2 or GSC, nor can they force GSC to restrict mods. GSC does have modding guidelines but as far as I know, those modding guidelines were created on GSCs own volition and those guidelines only apply to consoles. If you're on PC there isn't really a way for them to regulate mods.

a great concern of mine is how open the SDK will actually be, will it allow for full-map replacements? Will it have sufficient tools for questmaking? Will it support adding brand-new gameplay features? Will GSC try to maintain an insane parity between console modding and PC modding? is it even possible to do all of this in UE5? Will Epic allow it?

A quick explanation for factions: Stalkers/Loners. Kind of unalligned/neutral for the most part.

Bandits, it's in the name.
Duty, militaristic faction of stalkers that wish to eradicate all the mutants in the zone.
Freedom, basically freedom loving zone lovers. They're pretty chill, but they at war with Duty.
Mercenaries, kinda self explanatory, but they are assholes.
Monolith is a faction of involuntary cultists. They kill everyone on sight.
Military is also a bit self explanatory, but they along with few factions like scientists are the only ones "legally" in the zone and are usually aggressive towards all other factions.
Scientist are in the zone to do research.
Clear Sky from what I remember is similar to scientists but they are not soyboys.
