There's also Metro Exodus where NPCs might surrender in a firefight

NPCs having absolutely zero self-preservation is incredibly stupid. It's like they're outnumbered, outgunned, yet they still try to take on you.

There are various side quests where you can side with duty or freedom, usually after advancing the quest. Some of them don't even start in Yanov but zaton.
