The Military should only be in cordon unless they retook the warehouses, it depends on what time it is and when its set for example if its 2020 they should know about almost everything going on in the zone and try to prevent any further actions from non military personel the only exclusion would be dolg, but i dont know the exact relations.

A good theory is that the monolith suits are actually former scientific suits from around the second disaster. We can find one in lab x-18 that can be looted, and many dead bodies in the labs as well wearing that suit.
