I’ve only finished SoC once, and Duty bugged out so I could never get any of their quests / access to their trader, and I didn’t do quests for Freedom (because then my rep with Duty was floored and couldn’t go into Rostok without a shootout) so I guess I just never had as much chance to purchase. Also I found once you got “outside” in the final part of CNPP, the 9x39 became very rare.

Yep you equip 4 Battery artifacts and then go stand in an Electro anomaly. Each time it triggers it repairs your suit a little bit, and you don’t take damage.
