only certain places make suitable shelters, the PDA will ping a location for you to seek cover in, only when you get the mission to "remain in shelter" is when you've found a safe place

No, it's the same case. Check your PDA or minimap and it'll guide you to the nearest shelter

Just a quick heads-up though, in CoP, the PDA updates you when you're actually in shelter and tells you to wait until the Emission is over

CS doesn't, but you'll still be safe at the spot that is shown on the map, so don't worry about it

Emissions are a weird subject. What defines a 'suitable shelter' needs to be explained in S2. From what I remember the places I took shelter were a sewage drain, a building, and a shack with no door or windows. So with that being said it doesn't make much sense to what is and what isn't safe. What exactly are we protecting against in an emission?
