You need to tweak a lot of things to get correct stealth. Example: AI Distance for suppressed shots/bullet hits/bodies falling on ground/weapon of the enemy falling on ground, weapon sound detection level, AI reaction time, visibility through "transparent objects" like bushes, light factor ect

Check Horned Reapers videos about SoC stealth. His videos are proof that stealth in SoC isn't impossible (although its still pretty challenging)

I think the main reason for that is probably because they wrote the story to make more sense for a single player experience so they didn’t want to add coop because that would ruin it. Also due to balancing issues too
