Corrupted files, nothing you can do, if you don't have any recent saves and you don't wanna bother with making all the progress again, you can install Shadow of Chernobyl Complete mod, that mod has a menu which allows you to spawn items and teleport yourself (at least on clear sky, not sure if soc verison of the mod has it)

The idea that Mercs are from west only because of muh NATO weapons is honestly stupid. Normal PMCs buy their weapons themselves (thus the term "Guns for Hire"), are multi-national and multi-ethnic. And just like Bandits, realistically there are multiple PMCs and lone wolfs like Scar, operating within the Zone.

Some could be from the West, but some could be hired by, idk, Russia, to recover old documents from their labs.
