I always avoid using blinding flash because the controls like to get mixed up when fighting and it ends up just swinging/blocking instead of blinding, always have to wait a second after attacking for it to do the right input

At its core yes those are both focuses of the game to a degree, but in the base game the weapon customization is a bit limited & combat is more semi-realistic than realistic in vanilla form. So personally I would highly recommend the popular mods Oxa- Oxide's eXpanded Armory for greater weapon customization options than vanilla provides & also Better Ballistics for more realistic shooting with a total ballistic overhaul based on caliber, this has been a game changer for many players.
To me vanilla can feel way too arcadey especially when you & the enemies start to don better armor, with the number of body shots & even headshots required to kill increasing overall, inevitably pushing you towards the tiered meta weapon choices instead of encouraging player freedom.
