Yes and no, dont expect hell of a new content. But most issues have been fixed and some things have been added like mutant skining, new quests, nvg, new weapons and A-life works alot better now. What I recomend to you is trying the game with mods, there are plenty very interesting that can change gameplay and add so much new things

Dynamic Weather Overhaul - better weather
OXA Standard - Weapon modding
Dead Zone/Autumn - new look for a Zone
Lootable & Craftable Zone - so much of new items and crafting
Backpacks - as the name is
Shays Living Zone - better alife
Ultra+ - better graphics but you need to play with settings to have a good fps still

The video is from me from testing. Alife offline NPCs are not loaded until you get into the area for first time. Once they are loaded, they normaly go around in offline, fight for POIs, do patrol around POIs. But thats all. They basicaly only work around POIs, not anything else. So its still not actuall simulation. But yeah, there is normal alife out there, but it needs to load. And there is still classic random spawning, so you will still see sometimes spawning of NPC group fighting and etc
