I agree that they should be charging money for mods, but the problem here lies in this: if 1 mods charges money, all of them will. No matter which, even if its just a mod adding 2 guns ripped from another game.
Of course I wish I could pay for mods like Goldsphere, Spatial Anomaly and the such (moda for the trilogy) where they create a super interesting and detailed story with lots of great content. But then, you'll also have to be paying for stuff as simple as, idk, adding 2 new textures.
And its even worse in S2 because the full sdk to tweak every possible thing in the game is not released
