I did over 200h on 6950xt (same 16gb vram), and never occurred such a issue. You should investigate further by checking drivers, unnecessary background apps, and double check XMP/EXPO profiles in BIOS just in case, to exclude anything ram related.

oh yea. anything can interfere. i notice that while playing warthunder, after a little while, i get these framedrops. i monitored task manager, and whenever these framedrops happened, i saw signalrgb spike in cpu usage. so i force closed signalrgb, and boom, framedrops were gone.
