I reckon damage in the UI should be representative for the ammunition loaded in. With damage and armour penetration on the bullets not the gun itself, you could argue velocity and launch speed from the gun. Penetration on the gun could be the stagger/impact instead.

Because riddle me this… how do 2 9mm guns with the same ammo deal different levels of damage and penetration???
Regarding armour with each notch the UI indicting the level of armour of what roughly expected of the armour when facing X caliber.

—-\ Level 1 9mm —-\ level 2 etc.
Taking dmg is not ideal in the first place and even with level 4 or something, 9mm would eventually get through after repeated shots. You should still feel the impact hence with high tier armour you would still flinch from 9mm. The impact force has to go somewhere, if not the vest then it’s your chest, and would neat if the player and NPCs could get impact when it doesn’t kill, but there is enough force behind to stagger or knockdown.
Imagine gun and leg shots to disarm and incapacitate, also affecting the player for a fair fight. Stalker mods may have spoiled me little 😅, but the potential of is up there. May not be the direction to take the game tho, might be too much for most players I think, maybe better relegated to mods than main content…

I also believe the range bar should have notches like this for the expected range before drop off for damage and bullet drop.
—-\ 100m ——\ 200m etc so you line them with the sights or scopes. This can also change with the ammunition if that is needed, maybe for a caliber change or more specialised ammunition.
