Online and offline modes have nothing to do with the way the game spawns stuff. Spawns suck and feel fake, that's true, but the NPCs are definitely existing and doing something in offline mode too

there's almost no point equipping anything besides ceramic, your guy for some reason can't sprint or even walk fast (it's an emergency FFS), you're apparently a SWAT member with experience but you handle gun recoil like a first timer, weapons are wildly inaccurate, enemies are bullet sponges, you're a bullet sponge, enemies often have no reaction AT ALL to your shots, they have perfect vision and can spot you through pixel gaps and they can track you through walls and never miss, they can somehow handle recoil better than you can, all this while civilians are stupid idiots who actively refuse to comply even after being told 10 times to get on their knees, and any amount of reprimanding will lead you to a point loss (even though tutorial teaches you to melee them).
I modded the game and it became infinitely more fun. The base game is horrible.

mods fix it, i added a mod for running, one to reduce global health pools (player too), one to increase head multipliers (otherwise believe it or not terrorists can and will survive headshots sometimes even if the caliber is higher than 9mm lol), one to make the AI slightly less reactive and aware of everything, one to make guns not recoil like they're being fired by a 13 year old, one that makes civilians mostly listen to you, and a couple more that I can't recall

Not really. Sure, the code was rewritten and a lot was done to make it work more or less correctly in CoC but the implementation itself was taken from older mods (I think lots of code from AMK mod was used in CoC too, if I'm correct) that took it from the original games code...
At least that's what I understood when I was reading about CoC many years ago

The biggest issue i have is that every single one of them is the same exact enemy with no variation in behaviour. Also they seem to not have anything besides a bat and their gun, as if grenades didn't exist for terrorists
