This is still a thing. I remember fixing this myself a long time ago is FSThemeLoader. If the right health bar cap is moved it leaves a clone of itself. Like the editable health cap is just overlaying on top of an un-editable health cap. I am working on updating all my workshop items and noticed it.

This does seem to be fixed. Thank you. I am on vacation soon. I will be updating all my previous themes and probably making more.
