Looks like the wire that had previously been run was 2 wire Romex without ground so they were just making sure that when Mr inspector came by it'd "pass"

Unless mr. inspector is using a dollar store ground tester, probably won't pass. My guess is that it's grandfathered in, or they never bothered to test.
