Check if your case is grounded, find a way to measure between it and the sink or something. Rather, check if the outlets in that circuit have a functional ground. I ran into this problem recently, 3 prong outlets in the room, ground just wasn't connected. Measured 100v between my pdu and true ground

Long as that old key/pc isn't in use & online at same time as new pc using same key. My old Win7 setup is fully intact, but it's just an old drive & kept mainly as a backup of the nonOS files on it.

Good idea, i7 might please more overall in the longterm. Yeah, on Microsoft website is a place to DL Win10/11 to a flashdrive, then you'd boot from that drive & install the way it's done these days. Having an ssd & decent usb3 flash drive, install will be done within 20minutes probably.
