My build suddenly stopped working and won’t post. I’ve tried clearing cmos countless times. -Tested psu with tester no error codes (it just won’t post but all the fans are running) - when removed all ram the mb beep 3 times but when I plug in the ram there are no beeps and everything running but no post

For why it being on can cause issues, I had a 2700 and a kit of 3200c16, the ram just wasn't stable at 3200c16 in some games and would cause some games to freeze up and other games to just crash

Thermal paste in general should not be conductive so should not be an issue for things, but if its on pins, bad contact will cause you some issues

most thermal paste is nonconductive, so you can pretty much just pour thermal paste all over the board and it won't break it or anything lol
