You'll have layers to do that on 60%/65% boards
If you do want dedicated function keys but don't want numpad, there's the Womier K87 that's TKL as another option

If you notice a lot of sag you can get things to help with sag for like 10$
Unless you find the 3700x used for like less than 200$ no, i mean it's an option but if you were to do that, I'd go either 5600x or 10700(f)
It's up to you but 3700X won't be cheaper than 5700g probably, it's been out of production for years so unless you buy used they're hard to find at good prices new.

My dad's old PC I'm pretty sure the gpu is completely dead. The screen flickered after being in windows for about 30 seconds and went black. Restarted and turned back on, same thing and it just wouldn't display an image anymore even after restarting. Is it probably dead?
Possibly, but first check with different ports and cables. If possible try it in another computer.
Which gpu exactly? Some of them you can bake in the oven to get a couple more months out of it.
