guys i was so pumped to get my 4133 patriot viper rgb's today.... and my pc doesnt run them. even though the XMP profile is set, system struggles to boot a couple times before it loads and they default to 2133mhz. what am i doing wrong? is my mobo messed up? its the gigabyte aorus x570 elite wifi

"coupled mode" refers to running this interconnect system, known as the infinity fabric, at the same speed as the memory
doing so presents a huge benefit for the latency, which is one of the most important performance metrics for gaming
there are 5 timings in my bios: CAS latency, trcdrd, trcdwr, trp, and tras
you can desync them by running the infinity fabric at half of the memory speed, which will allow you to push very high memory speeds

If the memory overclocking is a separate menu the frequency is usually on the main overclocking menu

system back up and running but HWinfo says my ram once again has defaulted to 2133mhz, 15-15--15-36. after saving from bio it also shut down, started up, then immediately shut down. started up again, shut down, then fully started up

Those NVME PCIe expansions use 4 lanes but are sized up to fit in a x16 slot in order to be put in without needing to also use a slot of the case PCIe slot covers, they don't actually use 16 lanes. PCIe 3 is backwards compatible with PCIe 2, but as others have said, don't bother with it if you want to use PCIe 2 for an NVME drive, it isn't worth it
it's a bit misleading, but no, the 2.0 x16 slot is not running in gen 3 x4 mode
when it says PCIE3 there, it's strictly referring to the third slot
"- 1 x PCI Express 2.0 x16 Slot (PCIE3: x4 mode)" means there is a pcie 2.0 x16 slot running at 2.0 x4
basically, it's meant for some accessories that don't need much bandwidth, such as wifi card, sound card, usb hub
for example, 2.0 x4 is enough to power a pcie card with 4 usb 3.0 ports

it's got a nice 130 watts available to the GPU and factory applied liquid metal which means it'll have better cooling performance than other laptops
i put liquid metal on my laptop myself, results were quite nice
ryzen 9 5900hx is a great workstation-capable mobile processor
16gb ram and 512gb ssd, storage is expandable
looks significantly more gamery but you mentioned not caring much about that
and it's not quite maxing out your budget
should treat you well for the next few years, ryzen 9 5900hx under liquid metal will age gracefully
lol also the benefit of pretty colours

it's got 2 physical memory slots
so you could upgrade it to 32gb or 64gb down the line if you feel you need more for your workload

A lot of this is opinion from here on
Alphacool and EKWB have good GPU blocks, EKWB and Watercool have good CPU blocks, Alphacool makes good radiators, Bitspower fittings, Noctua D5 is a great pump/reservoir combo, I like EKWB Cryofuel for fluid, tubing is up to preference mostly (clear, solid color, frosted, hard, soft... too many options)

Just get the kit i sent you, motherboard max ram speed is not really relevant on Ryzen as Ryzens ram speed is limited by something else you don't need to worry about called the infinity fabric, just get the 3200mhz ram i linked you, that should be supported anyway as the system comes with 3200mhz ram

There's no built in audio in pcs, that just means you won't be able to use the front audio jack, you'll have to use the one on the back of the mobo

Paste, not a concern. Liquid metal on the other hand will make aluminum brittle.
Very little coolers use aluminum coldplates nowadays tbf, but LM also has other concerns you'll have such as being conductive
I've seen some people try to make their old aluminum cooler better by using liquid metal... Doesn't end how they hoped. It's good until it's not.
Also those OEM ones that take the stock Intel cooler and slap an aluminum slug so it fits AMD lol
