You have a 400W GPU, with a max overclock of 450W. The PCIe slot is capable of giving 75W, so 325W needs to be given by the cables. ATX spec says each cable can give 150W, but most power supplies can go a little higher.
I'd say it's safe enough to use 2 cables as long as you're not overclocking.

It's far from ideal and I'd watch out for hot cables, they have the potential to melt.
