R5 3500 has 2 more cores but 2 less threads

Well I recently got a new pc and i was gonna sell my old one so I was going to swap out the ssd’s. However, I had already been using this new pc so I needed to delete all the files so it would be brand new for the new owner. So I went to settings then update and recovery went to restore deleted all my files and did a cloud recovery. Everything was perfect until halfway through the windows installation. It started to loop for some reason. What happens is there’s a loading screen and then it goes black. Then there’s another loading screen and a brief screen that shows that the windows installation is 64% done then it goes black and it does it again

However, sometimes it does show a windows screen that says welcome like the pc is about to start but it just goes black again
