some sata cables are pci laned or is that amd only? that being said since it only has 20x lanes This could be the issue

it may force disable one of the drives to enable pci 16x to gpu
...it's a z590 chipset
not saying this is what it is but i encountered this on the b550i itx build when i installed a 2nd sata drive pci-e got all jumbled and boot process had it trying to boot from a non win installed drive
it has 24 pcie lanes by itself
and the cpu has 16
so he has 40
not the issue
and even if pcie lanes were the issue, sata does not use pcie lanes
in my case it switches the lanes/priority depending on which sata connectors are used
still booted etc but gpu was at 8x until i found the right headers to populate
as well as legacy mode or not for the case of the m.2 drive

Are you putting it in the right header? It's usually the very bottom left one
If you're sure you got it in the right spot you might need to use a little force. Make sure you're pressing down, not at an angle though.
Which headers you use depends mostly on what case you have. Usually anywhere from 2-5, not including the front panel buttons and LEDs.

All you need to plug in to test if it turns on is the 24 pin main power, 8 pin CPU power, CPU (and its fan), and memory. GPU if you don't have integrated.
And the power button if you want to use that to test it

Hey so Iām installing my mushkin pilot e and the back of my moboās m.2 heatsink has this sticky pad, it had a sticker that said remove so I removed the sticker but do I remove the pad too? Or is it a thermal pad I should leave on

You should put it in M.2 slot 1 both because starting with 2 would trigger me and because the first slot is always guaranteed full bandwidth.
Leave the pad. If your drive has a heatsink around it like mine did, you will have to remove that to install it, most likely.
