Little late, but PCs can boot without a heat sink on the CPU, you just can't run it continuously after boot though, otherwise you can damage the CPU.

Obviously genius, but even if a CPU gets to a point where it shuts itself off, it can still potentially cause damage, and also, there really is no need to run a CPU without a cooler other than to test for a boot.
