Gigabyte Z370 M3H
Dual Channel 4gb ram sticks to makeup 8GB, and that is almost enough.
then I thought to buy a A-DATA SU630 480GB SDD since there are no second hand SSDs.

I am also gaming without a GPU because I am doing light gaming, I added high end parts like i5-8400 because if I might aswell upgrade instead of wasting some money

and a 500-600w woudl do fine with room for upgrades

but getting like an rx 570 or a gtx 1050 second hand are a cheap 120fps in most e sports titles

Rails don't matter either, most units have a single 12v main rail and an extra one for standby power plus the minor rails. I am going to put this bluntly....unless you pair and overclock a CPU to the max and max out the power delivery on a single PCIe cable, multi-rail power supplies are no way inferior to single rail and if you did, well then, just add some extra PCIe cables.
