It could possibly just be a bad CPU and or motherboard. It could also very well be bad memory as that can cause weird issues like that. I don't think it would necessarily spike the CPU to 100% like that though.

the reasons you want to get a 4x8 kit is because

  1. the XMP validation on 2x8 kits is not guaranteed to work when you add 2 more sticks
  2. uncommon, but same model 2x8 kits are not guaranteed to have the same die type underneath (i believe corsair vengeance lpx does this more than others)
