With 3rd gen Ryzen, the real question is 3200mhz vs 3600mhz.
And it does benefit a good bit from 3600mhz.

you'll be able to buy more ram at 16gb and max at 64gb instead of 32.
you might want to try and find a single stick of 32gb, as that's what your mobo kinda wants

If it's not booting up, I wouldn't worry about your Thermal paste yet, as long as processor is connected to a fair degree it will usually run for few minutes without issue, try only single Memory card in in DIMMA2 Slot

3800xt is just slapping on even more money for like 200mhz boost clock

For gaming, 10600k in a 1500$ can be a pretty good idea.

There is some things you can do, like put ram on the mobo and put the ssd on the mobo but I would just wait until you have everything

First to go into protection explanation. OCP (over current protection)/OTP (over temp protection)
OCP: you can only pull 50a on a rail (12v/5v/3.3v rail). If you pull more then PSU shuts down
OTP: if PSU is over 100c then PSU shutdown
I shouldnt be worried about that tho right
Im getting 1000w when the watt estimate only says it needs 600 and my case has good airflow aswell
Without those protections working properly, you can pull say 50% overload (1500w on a 1000w PSU) and it wouldn't shutdown till failure from smth else
Its been known that you can overload the G3 to point of melting the capacitors
Just don't pull 30% overload, and probs. But even then, if you need a 1000w PSU then your PC is like 2.5k+
Should be able to afford a better 1000w PSU if your PC is that much
