@hushed crystal depends on the CPU that comes with the optiplex. A GTX 1650 is usually a good choice cause it requires no external power, but if you were to replace the PSU you could get something better, but that would depend on the CPU. Powerful GPUs can bottleneck a weak CPU and vise versa. We’d want no bottleneck, a good fit.

I've had it happen twice today and I don't know whats causing it.
My limited research says it's probably related to a bad psu.
Does that mean I would need to replace it? Is there something else I can do to fix it? I really can't afford to buy a new psu right now.

I am trying to get drives for my son's budget gaming pc with a B450 Steel Legend for under $100. Is that possible? Any recommedations? I am not well informed in this subject at all. From what I have gathered, perhaps a SDD to boot the OS and a HDD for his games?

You could get a 1TB SSD, might go over $100 by a little bit
or, you could get a 250gb SSD for OS, and then a 2TB HDD for games

@formal axle budget for a $700/$1000 GPU, not a $400 one if you're going that way. I assume gaming PC as that is just about the only thing Intel is good at.
700 to 1k are the 3080s, I’m not going to be able to save up that much in a month

Optimal for what part? A 3080 is going to be more optimal than a 3070 super? Imo a gpu most def plays a big part but can go either route.
For pure gaming. You're going Intel so I'd assume you're optimizing for max gaming perf. Which would firstly be to get just about the highest end GPU before even thinking of Intel (3600+2080ti as opposed to 10600k+2080S, tho 2080Tis are OOS so point is kinda moot for 2080Ti itself). Then there is the fact that a fully core/cache OCed 10600k can easily be at or sometimes even beat a 10700k OC. So instead of spending money in the CPU for perf you wouldn't see you instead put it to high end RAM and get like a 5% - 10% perf boost.
The cas timing and what not on ram, how do I know what to go with? I got 16 on mine I think

Timings have to do with perf, but freq does as well. Ideally you want high freq and low timings. Just doing one or the other (but not and) gets small perf gains. 3200 CL14 will generally have the memory dies known as Samsung B-Die which are very good quality (if not bad binned at least). If you want to dive into RAM OC then those are pretty nice things to get

Depends on case, fans and airflow setup for case, way you'll do vert mount, GPU you have, GPU fan profile you have, any OC/UC and OV/UV on the GPU
if i use the vertical mounts that are on my case, the gpu will be less than an inch away from the glasss panel
