what is this? Some AMD B450 chipset motherboards may need a BIOS update prior to using Matisse CPUs. Upgrading the BIOS may require a different CPU that is supported by older BIOS revisions.
it isn't a problem for most people. basically the B450 boards need a bios update to run 3rd gen ryzen. Newer shipped boards should have the bios already updated

From an educated guess I would say roughly a 850 watt system just to be safe.
In theory you could maybe get away with a 650 watt PSU but with the hardware you are going to be rocking I would be safe and get a larger PSU.

then will try to run it at 3200
if it cant, then they will just run at 2133

Now this may be a very stupid statement - but after searching the web the Parts i had displays are "top 5" to work with one another -- IE CPU, Motherboard, AIO, Ram etc

That's up to you. My focus would be performance, so for $400 I'd look at like a 3700x, or you could get a less expensive cooler

-SSD: That's still a SATA SSD, even if M2. This makes it harder to upgrade to NVMe later as now it's harder to reuse the drive due to limited number of M2 ports. Also perf doesnt change for a form factor premium
-case: only comes with one case fan, so got one that comes with two

there is also streaming services through like, nvidia or steam
but its not always good
you have to have good internet access and even then im not sure how they work
so it would be easier to get a good or at least decent gaming laptop

so you're going to want a better laptop then. its either get a good gaming laptop or take the risk of streaming. but im also not savy in streaming pc to pc. thats something i plan on looking into later lol
but again, streaming also requires a good connection. so you'd need access to a good internet connection to stream it to playable levels, which can be an issue. with a gaming laptop you'd be able to play anywhere.
I'm inexperienced in building PC'S to say the least, but I know building your own is cheaper than having one prebuilt
that is desktop only though.

there was a "portable" desktop tier laptop esque case i saw a loooong time ago but i cant find it anymore and its super big, bulky, heavy, and not practical lol. it was essentually a case on its side with a screen lol
but yeah, building your own laptop is pretty much impossible and if you could do it it would probably end up being more expensive.
