I don't have any in mind, but for example I'd like to play RDR2 with higher settings. My FPS is currently terrible if I try max graphics.

The mobo is fine for most GPU upgrades, just not any of the x4/x8 cards or like a 5090 because of bandwidth
So I wouldn't break things if I just upgraded my GPU - and that'd give me better FPS on higher graphics settings?

I'm gonna look at this from a much broader perspective, rather than just "should I upgrade X or Y"
Your CPU is the fastest CPU they made for that CPU socket, and the motherboard you currently have is really, really good for that CPU socket. Generally speaking when it comes to the used PC parts market, the fastest CPU for any given socket will sell for substantially more - cuz you'll come across people who want to "max it out" with their current PC. Like for instance if they have a Core i5 8400, your 9900K would max their system out.
The RTX 3070 isn't a bad GPU at all. The primary thing with the 3070 is that it only has 8GB of VRAM, so yeah when you go to run higher graphical settings, the textures will overload the VRAM capacity and you'll have a bad time. If you're going to upgrade the GPU, you want to go with something above 8GB.
My personal recommendation, depending how far you wanna go with this, you would theoretically be able to sell that CPU and motherboard separately from one another for approximately $150-200 on the CPU, and $100-150 on the motherboard. That alone would get you enough money to buy one of the Socket AM5 combos from Micro Center with a current Ryzen CPU, motherboard, and RAM. That's absolutely the direction I would go with your primary components - because upgrading to a considerably newer GPU than your 3070, your 9900K CPU will start to hold you back. And like I said there's no upgrading that without changing your motherboard anyway.
Then I'd try and snag a current GPU with minimum 12GB VRAM, preferably 16GB. Your budget for that is the primary thing to consider, an RTX 5070 / 5070 TI or an RX 9070 XT would both be gigantic upgrades over what you currently have, and would keep up with new releases for several years - but those GPUs do cost about $550-750 depending on individual model. All of that said you could sell your 3070 on the used market for 250-300 to recoup some of the costs - and your power supply is more than enough for any of those GPU options at 850W.

The paths I would look towards depending on budget from high to low is first, 9800x3d on am5 with ddr5 and the best GPU that fits in the budget, somewhere between 9070xt and 5090. Next option is just standard am5 with a 7700x or equivalent with ddr5, then something like a 9070xt GPU wise. Last option is just a GPU upgrade, something like a 9070xt straight up. I don't feel like anything less than a 9070xt is a significant enough upgrade from 3070
And yea I agree with Doug, 9900k is the best you can get on lga1151, there's no CPU only upgrade path for you, you'd have to replace the entire platform, especially since current platforms are on ddr5 now. If you're swapping it out, currently am5 is the best option, and microcenter has nice deals on bundles in general if you live near one.
Even though 3070 is still quite a capable GPU, current games keep getting more and more intensive, mostly on the GPU end and still some but less so on the CPU end, so the one singular upgrade should still be a GPU upgrade.
So I could get the GPU now and save the mobo and CPU upgrades for a later date. Got it! Thank you both so much

First step make sure the BIOS on your motherboard is updated to the most recent

Microsoft has been threatening me for a while so I need to sort it!
Once it's updated, if it still says it's not allowed, you'll need to check in your BIOS to make sure boot mode is on "UEFI" - if it's on Legacy/CSM, there's a lot of steps to fix it
If it's already on UEFI, then you'll want to make sure:
- Secure Boot is enabled
- Firmware TPM is enabled
you have an MSI motherboard I think? MSI has a search feature in the bios so you can easily find stuff
If it's not on UEFI yet, and it says boot mode is CSM or Legacy, check back with us bc there will be a little more work to get your drive converted from MBR to GPT partitioning
Do you know what Mobo you have? Some older lga1151 mobos don't have tpm, newer ones you can just update bios and enable it in bios

Probably. I mean, no not immediately, but I'm confident I can google it and follow instructions. I did some bios tweaks when I first got the PC so it's not completely new to me
Z390 should be fine, there are instructions online and in the mobo manual you can follow along to
The super short version is, you'll need a flash drive on hand. Download the newest bios file, if it's a ZIP file then extract it, put the file on your flash drive, and go in your bios. The update utility in the BIOS will be called "M-Flash"
and you use that, select the BIOS file you put onto the flash drive, and away you go
Often times, all the settings you need to enable for Windows 11 compatibility are on by default in newer BIOS revisions so you might not need to mess with it after
I don't remember if MSI had the option on the older bios, but you may be able to update from a file on your drive for m-flash without needing a USB drive, but using a USB drive is the most reliable way

and when it's software related stuff such as pop-ups, malware, etc it's almost always bc of security

If you're running an old copy of Windows, and you happen to click the wrong thing when you google stuff. You know how they have the "sponsored" results. That's how they get a lot of people

But email is the big one. I tell people - if you're running an old copy of Windows, accidentally click the wrong thing, and all of a sudden they get into your email. The email is like, what unlocks EVERYTHING else. Any password reset stuff gets sent to your email, so they can reset anything you have and get into all of it potentially.
Yes if you're careful and savvy you can get by without it for a while. That said, you have a Windows 11 compatible PC and it just needs settings changed, so there's no reason not to.

My PC works and all but when installing a new gpu I heard a really scary CLANKK while inserting a gpu, it wasn't the click or anything, and my gpu and everything in my PC is running perfectly for over 2 weeks but just this clank sound that I heard sometimes haunts me, what could it be ?

Ryzen 5 5500 with RX6400 is a crazy combo all things considered
This gets real technical real fast but the TLDR is
the RX6400 uses a Gen4 slot to communicate with the system, but it's a very narrow Gen4 link to the motherboard. However the Ryzen 5 5500 can only provide a Gen3 link so that's the bottleneck, and it winds up being a narrow Gen3 link to the RX6400
and gen3 is what most stuff used from like 2013-2019, it literally holds the rx6400 back. which is crazy to say
considering the rx6400 isn't that fast in the first place
the communication being only Gen3 is even worse than the RX6400 itself

9600x is really cheap right now. you can also get 7700/x for about the same price. only about 3-5% weaker in games, and you get some extra cores. either option is fine. literally the cheapest B650 board you can find will be plenty, there is a $80 one in the tech deals channel rn iirc. and you can find decent models for like $60 open box on ebay all the time

I would further mention that:
- the cooler is overkill. Ryzen 5 9600X is only a 65W CPU, and there are plenty of options in the $15ish price point, such as the Cooler Master Hyper 212 Spectrum V3 when it's on sale (it's been as low as 9.99 on sale)
- the power supply is also overkill if you don't intend to upgrade to a GPU that takes more than about 300W in the future. That cutoff point means, the power supply you have selected is justifiable if you plan to go with a card that's at the level of a 9070XT/5070TI later. If you don't think you would, or if you think "Well if I had $700+ to spend on a GPU then I could probably buy a better PSU at that point" then you can save some serious money going with a 650W power supply, which will be more than enough for your 65W CPU and 180W GPU. Rosewill in particular has one on Amazon that's been 49.99 on sale recently with free Prime shipping
- If you wanted to reallocate those savings somewhere, you can make a small change to your SSD and get Silicon Power's US75 instead of the UD90, it takes full advantage of NVMe Gen4 speeds for only a few dollars more
