I got an Asrock B550 Phantom Gaming mobo, and an R7 5800xt. idk if the mobo was manufactured recently or it might require a BIOS update for the 5800xt.
What are my options if it won't take the CPU w/o a BIOS update?
sometimes there's a jumper labeled clrcms or something like that. some mobo's retain even after pulling the battery
Phantom gaming 4? That board does not have flashback, so you'll need a different CPU that the board does support and update the bios using it
The jumper isn't as consistent as battery method, need to make sure to drain any remaining charge in order to clear all of the settings

7700 and 9700x are within abt 5% of eachother for games, likely less since youre targeting 1440p UW but the bundle is definitely a good deal

AM5 is definitely best bet just because it’s newer and has generally better performance, but the performance can be costly depending how far up the “ladder” you would like to go.
General question I have, I get bad frame stutters in fps games, but i’m not sure why exactly, like siege and Apex, I get around 240+ fps @1440p, but get some bad stutters, 165hz w/ gsync on.

The unironic answer: because Nvidia makes cheap GPUs at a wildly marked up price. Why even bother giving a GPU 8GB if their main marketing is in AI, which requires at a bare minimum of 12? That’s beyond me. I guess at least their current lowest tier option is 12GB. Even then, I don't find it to be enough (coming from a 4070 Super owner)
They also maybe a 4060 Ti with 16GB. If you asked me though, it's more for AI than it is gaming. Even then, you'd probably have a better experience using LLMs with AMD's new cards that will be releasing soon, along with a better gaming experience

if its not a big performance difference having 4 sticks vs 2, I could just get the 2x16 kit and then later down the line add another pack of the same ram. but ive heard running 4 sticks of ram in a 2 channel board is bad.

The only downside to those options is the vram, 1440p likes more than 8gb (and a good few games at 1080p now)
But the 1080 ti and 3060 are about 30% worse than a 3060 ti. That performance diff is much bigger than the 3-4gb of vram in most games

Tarkov will be perfectly fine with a 3060 ti/3070, most of your benefits in it will come from CPU and ram

Sorry had to step away a sec. im not stuck with em I just dont like AMD cards. ive gone through 4 personally that all got returned or replaced. then I settled for a 1060 3gb, although this is way back and maybe they have improved since then but then my buddy bought one of the new amds a little over 6 months ago ( newer at the time I think there are even newer amd now) and he has had nothing but driver issues and issues on the games we play because it just so happens for some reason the games we all play get stutter and crash issues alot more than nvidia cards.
I dont trust refurb, my brothers girlfriend got ahold of 2 refurb cards and both had to be returned because of various issues. the first one wouldnt even power on and the second had a really bad overheating problem

yeah we did DDU because he had a nvidia before. He went amd against my advice and he says nearly every day that it was a waste of money and he hates it.

its a temp card unless i can get ahold of something closer to the 4070 ti mark then it would be my dedicated baby until its old like my 1060 3gb. seems like ill sit out the intel gpus. apparently it has some pretty bad driver issues with older games and struggles pretty bad with dx10.

You can download Windows for free off the website to create an installation media, how you activate windows is up to you, but you don't have to pay to download it
if you alr have a windows license you can just sign in to your microsoft account after installing it, and it carries over the license

Extensions are always an extra point of failure though, make sure it's 18awg or better and make sure it's all fully plugged in

Probably if you include ray tracing and only look at 4k. Raw raster will be a little lower. AMD also intentionally avoided using frame gen in their performance claims.
If you can get a 9070 XT at MSRP then it's probably a decent upgrade.
