If we're playing the odds, the motherboard is far more likely to be the problem. CPUs go through pretty rigorous testing from the factory and they have low RMA rates compared to everything else.

Back to the original question, I'd leave the bottom fan off unless you're having GPU temp issues, and if you are then have it intake.
The PSU should always get fresh air from outside when possible, which would be fan down in this case.

If you're going to get that case, you'll need to get some more fans since it doesn't come with any stock. If you top mount the 360 rad, you'll probably want 3x120 for the side intake.

And when it comes to 5000 GPUs, be careful with the interface, we're still a bit from from saturating pcie 4.0 x16, but if Nvidia decides to use 5.0 x8, the riser that comes with the case is only pcie 4.0

Honestly I don't know if that'll even be the case.
The 7800X3D held a price that was just below the 14900K until the demand went crazy and spiked the price. There's absolutely no competition to incentivize a price drop this go around so AMD could keep it at MSRP until next gen.

Made some adjustments to the sides of the cable where the latches are (using a dental pick) and now it's a lot easier to get the cable out and it still locks in place, i think there should be a way other than needing to wiggle these cables to get them out, like a release tab.

I have straight up dropped my Pixel 6 into a bowl of water (no not the toilet, I was doing dishes) and I didn't even turn it off, just took it out of the case and used my high power duster to blow the water off of it

i think falcie might be saying that the cell tower antennas get upgraded and the support for different bands becomes limited, like i had a xperia xa2, which worked, and I bought an identical model that didn't and the answer was because of that reason, regardless of carrier
