What you should do is swap that in, change the pcie slot to 3.0 in bios

If it fails to run xmp then it's the ram
It recognized both of the ram sticks in bios
If it still fails to show video out of the gpu then the gpu could be cooked tbh
idk if that means anything

You will get a screen eventually
It'll either go straight back to where it was, or it'll say bios reset from failure
In which case, the latter is the ram's dead
(Lifetime warranty got u there)

So if you get back to bios now or windows with no errors on screen, then turn the pc off, pop the gpu back in, give it another whirl

If it failed, then you need a replacement ram kit

ok, so I was dumb last night and my hdmi was still plugged into my motherboard so I checked bios and it is not recognizing that I have a gpu plugged in

because those fail quite a bit

It does work, although you might need to use flashback, but you can do better on some parts, like a better cooler for the same price and a better PSU for a little more
And on the ram, you can get a 2x16gb 3200c16 kit for around 50$ too
It's generally more helpful to use pcpartpicker for more selections of parts from more sources, unless you're forced to only use Newegg
