Buy a new PSU. Sata to GPU power is a good way to fry things. Sata can't supply enough power. They're only rated for ~50 watts
1660 is rated at 125 watts which is the absolute MAX of slot plus SATA. Don't use that adapter

oh my. In that case I would recommend only swapping one piece at a time. That way you know for sure which parts work and which don't. perhaps put the original components back in and try only swapping the ram or gpu not both

unplug from wall. Remove button cell. Wait a few minutes. Replace button cell. Put all the parts in you want to be in it and it should boot.
RAM auto detect is holding up boot probably with the RAM swap
if your gpu works you can keep it in and then follow what vintage said before you boot with the ram in

I have an issue with my system in where it likes to turn on randomly after shutting down.
Last night I turned it off and when I woke up, for some reason the fans were on and task manager said it was on for about an hour
And just about an hour ago I turned it off and I was right at my desk, not touching anything and it just turned on.
I pressed shut down, not lock, not sleep, none of that.
In the BIOS there are various Wake On XXX settings like wake on lan, etc. check those

you can use ipa (99% ideal) or even technically distilled water
personally, blower/air compressor outside, then do some more fine detail work with... well, i use the shop towels since they tend to be softer, and a little bit of IPA when needed
though in my case, since it's not visible, i just simply get off the surface dust and stuff off and call it a day

an air compressor (regulated to a slightly lower pressure) and avoiding blowing close to smd components, and holding down fans to keep them from free spinning goes a long way
you get the majority of the dust out just from that
the stuff you do after that is basically only for aesthetics
