You could probably get a system with a 7800 XT or 6800 XT if you're lucky or build it yourself. Either of those would be significantly better than the 4060 ti. The 12400 is a good balanced budget option right now, and I'd recommend something with DDR5 so it can be easily upgraded.

The segotep may in fact be fine, but I can't find any information on it, and the 80 plus white sticker is concerning, so I'd say this would be the ideal scenario
My instinct is that you are right. My kiddo bought this with his dad and was thrilled with how cheap it is but expect it to run like a really expensive one so I am guessing that safety is probably not great on this one.
It's easy to swap, 4 screws and you rerun the cables with the new ones that came with the psu (each psu uses different cables. Even though they look the same, the end points are shuffled
If you swap the psu alone, then swap each cable as you go, it can be quite straightforward

I think it's just the result of rounding and simplifying, 3060 to 3060ti is a bit less than 30%, 3060 to 4060 is approximately 10%, and 3060ti to 3080 is a bit less than 30%
