I heard that wifi 7 has extremely low latency and extremely high speeds so that I will get nearly zero latency if I stream on Twitch while playing a real time combat games. This is, however relies also on the router and Internet plan and wires that support it of course

Powerline ethernet can be good if the primary concern is latency. It's not as good as a straight wire run but it's way better than wifi
The speed you get depends on the quality and age of your home's electrical wiring. I get about 120Mb in my 90s apartment but I've seen people push over 1Gb in newer homes (2010+)

You can try version 23.8.1 or 23.7.1, making sure to use the "clean install" option
(Before someone jumps in and says DDU, that doesn't work well on AMD cards right now)

Yeah that version was the second one that was problematic. Less problems than 23.7.2 at least, but 23.7.1 worked the best for people I've seen.

The GPU doesn't care what the CPU is. You can run it on a second gen i3. It wouldn't run very well, but it would be compatible as long as the motherboard has a PCIe slot.

If you want to overclock, something B550 with a heatsink on the VRM.
If you don't care to overclock the CPU, save money and go A520, but you'll still want that heatsink because the 5800X can draw a lot of power.

I have one myself and what I can recommend is first undervolting it, and seeing how the temps improve. Then decide if you want a new cooler.

It's pretty easy. On the overclocking menu you can set the CPU core voltage mode to offset mode, sign negative, then highlight the voltage field and hit +
Then you test to see how temps improve and if it's stable
On my 5800X I was able to do a boost override of +200 and -.0125 volts
-.025 worked but I lost performance
If you don't increase the boost override with PBO then you should be able to drop the voltage even more
