If you have a pc built, can unplug pcie power connector from gpu and plug it in from that psu, if it works then that means the gpu is getting power so the psu is fine

Current build listed above besides motherboard which is a Tampa 2 HP motherboard.
Used for 1440p gaming, but I am wanting to upgrade to increase fps/stability of framerates.
I am unsure on whether I want to upgrade the GPU or the cpu/motherboard/ram first.

I am thinking about either upgrading the GPU to a 6950xt for 555 (psu will have to be replaced by this point and I feel that the i7 8700 would not be a good pairing with this if I do this first) or moving my current platform to AM5 with a 7600x
I have about 600 at max to spend at the moment for one or the other, any thoughts on which to do first?
