You would be able to overclock the memory if you got Z590 or Z490. In order to overclock the CPU you also need a K processor.

If you did get a Z490 ask whoever is selling it what bios version it's on. It would need an updated version to support 11th gen.

Most of the primary textures are 4k with some things like plants at 1080 so if you're having texture issues blame the engine. It's constantly loading and unloading the same textures even though you have plenty of vram.
