The 2 12V pins from the big 24 pin are fine to power a single gpu. It's supplemental power for something. I think it's for type c power delivery but it doesn't say, just mentions the front panel one is up to 27W and doesn't give a number for the usb4s or the other two on the rear.
And if you were going to plug it in it's a gpu power cable, not a 3rd cpu one.
